Great portraits are a joint effort between the photographer and subject. The photographer must have the technical skills related to lighting and composition - but also a compassion for creating a feeling that is natural and spontaneous with the subject. As Ms. Arnold noted above, the most important skill of the portrait photographer is the latter.
